We’re proud to partner with JCL in their search for an experienced, dynamic and self-motivated Chief Estimator to join their team in CBS! Reporting to the Director of Operations, the Chief Estimator will lead their bid pursuits, playing a key role in their strategic and business initiatives. You'll establish and oversee the Estimation program and processes, ensuring profitability and efficiency in securing projects primed for successful execution. This pivotal role involves close collaboration with senior management, balancing risk, nurturing key stakeholder relationships, leveraging technology, and optimizing team collaboration and performance.


What You Will Do:
• Champion JCL Investments’ HSE programs and initiatives.
• Identify, evaluate, and recommend opportunities to the executive team.
• Ensure consistent processes in the preparation of final tender documents.
• Monitor and maintain estimating software program (e.g., B2W).
• Lead pursuit teams for various project delivery types, including Bid-Build, Design-Build, and P3 projects.
• Consult with pre-construction team on client pre-qualifications and large pursuits, contributing to securing new contracts and maintaining client relationships.
• Develop project transition procedures between pursuit and project execution teams, establishing and maintaining strategic relationships with stakeholders.
• Support risk management processes and strategies for pursued projects, including the review of pursuits with the company Risk Management team and implementation of risk management actions.
• Demonstrate positive leadership qualities in the work environment, committing to structured leadership development, talent enhancement, and advocacy for business excellence projects and initiatives.
• Enforce and promote the Company’s Quality Assurance Program.
• Travel to project sites as needed.

 

What You Will Need:
• A Civil Engineer or Civil Engineering Technologist with ideally 10+ years’ experience successfully managing a department of similar scope and scale.
• Demonstrated excellence in leadership, organizational expertise, and multitasking abilities, with a proven track record of effectively leading teams to achieve departmental goals.
• Exceptional influencing and negotiation skills, with the ability to navigate complex situations and foster positive outcomes.
• Highly developed written and verbal communication skills, enabling clear and effective communication with internal teams, stakeholders, and external partners.
• Proficiency in interpersonal skills, fostering collaborative working relationships across departments and with external stakeholders.
• Ability to thrive under pressure in a fast-paced environment, adept at managing tight deadlines and effectively prioritizing tasks to meet objectives.
• Strong analytical skills, with the ability to critically analyze data, identify trends, and make informed decisions to drive departmental success.
• Preferred certifications in ISO, LEAN, or SIX SIGMA, showcasing a commitment to continuous improvement and operational excellence.
• A valid driver's license and a clean driving record, enabling travel as necessary for job duties.
